How rugby is organised in Scotland

Scottish Rugby’s 2026/27 domestic catalogue has national and regional adult leagues, separate reserve and development branches, cups, and schools and youth competitions.
Permanent leagues, seasonal phases and parallel competitions stay separate so a cup or playoff is not mistaken for a league tier.
Senior men
The official catalogue lists a men’s Premiership and National League Divisions 1 through 4, followed by regional leagues grouped by area.
Premiership and National Leagues
The final 2026/27 rules set out five ten-team divisions. The Premiership has a home-and-away first stage and a top-four knockout. National 1–4 play home and away; movement between them is set per season and needs completion and Competition Secretary sign-off.
Regional league families
East and West each have Divisions 1–3. Caledonia Division 1 has two eight-team conferences whose winners play for one National 4 place. All of those links apply to 2026/27 only and depend on the final rules’ contingencies.
Senior women
The official 2026/27 catalogue has a women’s Premiership, a Women’s National League, and Caledonia and West regional leagues.
Premiership and National League
The eight-team Premiership plays every opponent once, carries points into top-four and bottom-four sections, and ends with a top-two final. The new Women’s National League has six teams and plays home and away.
Regional families
Caledonia North and Caledonia Midlands/East each have Divisions 1–2; West has Divisions 1–3. The sixth-placed National League side and the three regional Division 1 winners play off for the last National League place this season.

Scottish Rugby lists Caledonia, East and West regional competitions on its club-rugby catalogue next to the national ones.
Geographic branches
Regional leagues are grouped by Caledonia, East and West, each with its own number of divisions and its own 2026/27 rules. They are separate area competitions, not one permanent nationwide ladder.
Reserve and development
Inter City, East and West reserve leagues are listed separately, alongside East and West reserve development fixtures and a women’s aspiring programme.
Team-depth competitions
Reserve, development and aspiring teams play in their own competitions, not in extra first-XV league tiers, and they are not separate clubs.
Cups and representative events
The catalogue lists adult cups, shields, plates and regional bowls separately, and the fixture announcement also names the Inter District Championship.
Parallel knockout and representative events
Scottish Cup access, National League Cup, shields, plates, bowls, the reserve cup and the Inter District Championship are separate events or phases, not fixed league levels.
Schools and youth
The schools and youth catalogue lists boys’ U13–U18, girls’ U16 and U18, open competition, national conferences and cups.
Age-grade and school competitions
National, Caledonia, East and West age-grade competitions include leagues, conferences, cups, shields, plates and bowls. These are not senior league tiers.
