How rugby is organised in the United States

USA Rugby is the national governing body. USA Club Rugby runs the senior-club national championship pathway, while geographic unions administer the local competitions that qualify teams. This is a multi-owner system rather than one nationwide club league.

Governing authorityUSA RugbyGoverning authorityUSA Club Rugby

Hierarchy

The country structure

Permanent leagues, seasonal phases and parallel competitions stay separate so a cup or playoff is not mistaken for a league tier.

Geographic ownership

USA Rugby lists 19 geographic-union contacts, while USA Club Rugby's reviewed XVs map assigns 16 owners to four Super Regions. Alaska, Hawaii and Montana are not assigned on that map, and the Midwest labels and local-area totals differ between the two owner sources.

  • Local owners remain separate

Geographic unions administer different local competitions and qualification routes. Frostlete does not combine them into one national table or infer missing assignments from geography.

National championship pathway

Eligible senior XV sides progress through local competitions and four Super Regions to the USA Club Rugby XVs National Championships. The national weekend is a qualification event, not a promotion-and-relegation pyramid.

  • Five national divisions

The 2026 event scheduled separate men's Division 1, Division 2 and Division 3 competitions and separate women's Division 1 and Division 2 competitions, each with four source-labelled entries and its own semifinals and final.

Senior men's XV

Men's Division 1, Division 2 and Division 3 advance to separate national semifinals and finals. Men's Division 4 can exist regionally but does not advance to this national event.

  • No national movement rule

A national finish does not establish promotion or relegation into a named local division. Local movement remains owner- and season-specific.

Senior women's XV

Women's Division 1 and Division 2 advance to separate national semifinals and finals. Women's Division 3 can exist regionally but does not advance to this national event.

  • Separate participant identities

A women's entrant label is not merged with a men's side or promoted into a canonical club record without a reviewed parent-club and team crosswalk.
