How rugby is organised in Germany

German rugby has Rugby Deutschland’s national competitions, the RBA-run men’s Bundesliga, and 13 separate Landesverband regions. The public club finder and regional sources do not publish one complete nationwide club list or lower-division ladder.
Permanent leagues, seasonal phases and parallel competitions stay separate so a cup or playoff is not mistaken for a league tier.
National senior men
The completed 2025/26 men’s Rugby-Bundesliga used a ten-team 1. Bundesliga regular season and final, plus two regional 2. Bundesliga groups followed by cross-group semi-finals and a final.
2026/27 policy boundary
The RBA’s decision of 13 June 2026 keeps Rugby Club Luxembourg, records no top-flight relegation, keeps two regional second-division groups, allows playing communities under conditions, excludes second teams from now on, and announces a cross-group pilot for equal-placed teams. The exact team count, rounds, entrants and promotion rules depend on the June operating guideline, not shown here.
Bundesliga families
SC Frankfurt 1880 won the 1. Bundesliga final and RK Heusenstamm won the 2. Bundesliga final. These are one season’s results, not honours lists.
Regional handoff
Below the national men’s groups, the next level is run by each Landesverband. There is no single national level below them.
National senior women
Rugby Deutschland’s completed 2025/26 women’s XV season had Frauenbundesliga A and two Frauenbundesliga B regional groups, then shared playoffs and a relegation match.
Current-season boundary
No official 2026/27 women’s XV season document was found. The A and B groups, playoffs and relegation match describe 2025/26 only and may not apply this season.
Document-led families
The three federation documents cover separate A, B North and B South groups. Their shared B playoffs and A/B relegation match happened in 2025/26 and are not a fixed promotion and relegation rule for each season.
Separate sevens structure
Women’s regional sevens is a separate tournament structure, not a substitute for missing women’s XV levels.
Regional ownership
Landesverbände run regional and lower-level rugby in different ways. Their competition names, areas and websites are not one uniform national system.
Season-by-season ownership
Use the regional union that runs a competition for official information. Similar Regionalliga or Verbandsliga names can mean different tiers or promotion rules.
Season-team boundaries
A team in a national competition can be a cross-border entrant or a playing community. Being listed for one season does not make it a German club or give it a permanent place.
Cross-border participation
A Luxembourg club plays in the national men’s competition. That entry does not make it a German club or a regional member.
Playing communities
A playing community listed in the second Bundesliga is a joint entry. This page does not treat it as one member club or as a separate club.
