How rugby is organised in England

England has a managed men's professional boundary, RFU national and four regional league families, a separate elite women's competition, and UK-wide university rugby that must not be folded into an England club ladder.

Hierarchy

The country structure

Permanent leagues, seasonal phases and parallel competitions stay separate so a cup or playoff is not mistaken for a league tier.

Senior men

Gallagher PREM and Champ Rugby form a separately managed professional branch. National League Rugby then publishes National League 1 and the North, East and West National League 2 families under the RFU framework.

  • Managed professional branch

    From 2026/27, movement between Gallagher PREM and Champ Rugby is criteria-based expansion and demotion rather than automatic promotion and relegation. A separate dated record verifies the played 2025/26 Champ-to-National League accession outcome; it is not a permanent 2026/27 rule.

  • National League Rugby

    National League 1 and National League 2 North, East and West are named competition families under an RFU delegation to National League Rugby. Regional and constituent competition

Below National League 2, RFU competition discovery separates London and South East, Midlands, Northern and South West regional families; county and local depth is uneven across those organizers.

Senior women

How rugby is organised in England

England has a managed men's professional boundary, RFU national and four regional league families, a separate elite women's competition, and UK-wide university rugby that must not be folded into an England club ladder.

Hierarchy

The country structure

Permanent leagues, seasonal phases and parallel competitions stay separate so a cup or playoff is not mistaken for a league tier.

Senior men

Gallagher PREM and Champ Rugby form a separately managed professional branch. National League Rugby then publishes National League 1 and the North, East and West National League 2 families under the RFU framework.

  • Managed professional branch

    From 2026/27, movement between Gallagher PREM and Champ Rugby is criteria-based expansion and demotion rather than automatic promotion and relegation. A separate dated record verifies the played 2025/26 Champ-to-National League accession outcome; it is not a permanent 2026/27 rule.

    The Next Gen Cup is one stable cup family with season-scoped pools and knockouts. Other cups, plates and bowls remain parallel events or phases rather than permanent league rungs.

University and cross-border competition

Men's and women's BUCS Super Rugby are UK university competitions, with published participants from more than one rugby jurisdiction. They are not evidence of an England club-pyramid position.
